Nevine El-Aref of Ahram.org reports the recovery of 16 objects looted from the Malawi National Museum (Update: Gold Coins Recovered)

Nevine El-Aref reported in the English version of Ahram.org that 16 items have been recovered from the objects looted from the Malawi National Museum in Egypt:
On Saturday night, 24 August, five ancient Egyptian and Graeco-Roman artefacts were recovered by police. The objects include three Graeco-Roman reliefs made of marble and limestone. The first is broken into two parts and features a painting of a rabbit. The second has Graeco-Roman text while the third bears a deep engraving of two rabbits — the sign of Al-Minya in Graeco-Roman times. 
The other two artefacts are carved in bronze, featuring Djehuti, the goddess of wisdom.
On Friday, 11 objects were recovered, among them two Graeco-Roman papyri found by chance in a corner of the museum’s garden. Ahmed Sharaf, head of the museum section at the Ministry of State for Antiquities, explained that one of the papyri bears 23 lines written in Demotic while the second bears seven lines written in Demotic. 
The rescued objects include three clay pots, a limestone statue of the god Thot in the shape of a sitting baboon, two bronze statues of the god Osiris and a rectangular relief bearing a drawing of an Ibis bird and the palm of goddess Maat. 
Minister of State of Antiquities Mohamed Ibrahim is happy for the return of some of the museum’s collection, he told Ahram Online. The objects were restituted after the ministry promised Al-Minya inhabitants that no legal procedures would be taken against anyone returning a looted artefact. 
Ibrahim asserted that security has been tightened at Al-Ashmounein archaeological site and galleries, to stop any illicit excavations there.
UPDATE:  The Tourism and Antiquities Police recovered a collection of 25 cold coins looted from Malawai National Museum, reports Nevine El-Aref for Ahram.org. 'Ministry of State for Antiquities (MSA) Minister Mohamed Ibrahim told Ahram Online that with the return of these coins, 125 objects reporting missing from the Malawi Museums are now restituted'.
Ahmed Sharaf, head of the museum section at the MSA explained that the coins all depict the features of a Roman emperor called Valdese in his battle suit, left hand clutching a bunch of flowers while the right one holds a cross.

Looted Nuraghic bronze statuettes from Sardinia Sold in Germany and the United States according to the Carabinieri Cultural Heritage Protection unit in Sassari

ARCA blog asked Ms. Rossi to translate the first part of the article "Germania e Usa le ultime mete dei bronzetti trafugati" (Germany and the USA are the destinations for looted bronzes) published by Casteddu.online, a daily newspaper in Cagliari, the capital of Sardinia.

Forced to emigrate even after two or three thousands years spent in Sardinia: crammed into trucks or inside a bag between trousers and shirts, in the aircraft hold. They make stopovers of four to five years in Switzerland, ‘cause the rest is good (and certainly allows the dust to settle). And then they cross the continents: to the United States or Canada on one side, Japan on the other. This is the clandestine journey of nacelles and Nuraghic bronze statuettes. A new emergency, according to Paolo Montorsi, Commander of the Carabinieri Cultural Heritage Protection nucleus of Sassari, who, during a conference organized by the Carabinieri during the Week of Culture, spoke about this argument.

The phenomenon of illegal excavations has declined compared to previous years, though. “Probably – clarified Montorsi – because the valuable pieces are already gone”. This doesn’t mean the Carabinieri do let their guard down: there’s a new line of investigation, which obviously is still secret, that takes us in Germany and United States. Pieces easy to take away because of their reduced dimensions, but of great value: some of those bronze statues, in the black market, are valued about 20.000€/cm.

In particular, the highest number of illegal excavations is recorded in the area of Nuoro. “It’s very important when a theft is reported – explained Montorsi – to provide a photo of the stolen handwork, so it can be inserted in a database interacting with the Interpol.”

Spain reports recovery of two first-century Roman bronzes looted from archaeological site

Courtesy of Museum Security Network (MSN): An English-language news website in Spain, The Olive Pressreported that a pair of looted first century Roman bronze statues were 'rescued' in southern Spain before they could be illegally sold for half of their 6 million Euro value.

The bronze statues found in Jaen, a small town near Córdoba in Andalusia, reported The Olive Press "were taken from the ancient Roman site Sacilis Marcialis and are believed to form part of the Castor and Polix sculpture in Córdoba:
The statues, 1.50m and 1.30m in size, depict two naked males, with each piece weighing about 30 kilos and in a good state of conservation, although one has lost part of his chest and the other his genitals.
The Olive Press reports that according to the police commissionar Daniel Salgado, the figures were to be sold by two brothers at an finca (estate) in Pedro Abad in Cordoba "to an Italian buyer via an intermediary".  Interpol is now hunting for the buyer, according to the article.

One of the brothers has also been arrested and two other people charged with a crime against heritage and the attempted smuggling of historic property.  The statues will now be taken to the Cordoba Museum to be restored.

Palmyra and other Syrian Cultural Heritage at Risk During Armed Conflict; UNESCO asks Syrian authorities to respect international cultural property protection conventions they have signed since 1954

Since early March, archaeologists, government officials and Syrian expatriates have been alarmed at the threat to cultural property sites in Syria after more than a year of civil conflict.  UNESCO has issued a request to the Syrian authorities to protect their cultural heritage in accordance with the international cultural property protection conventions they have signed since 1954.

Global Heritage Fund blogged on March 5, 2012 that the Syrian army was attacking Palmyra's Roman Ruins.  According to the report, the Syrian army has set itself up in a hilltop citadel and firing into the ancient ruins. 

Palmyra, located about 200 kilometers northeast of Damascus, an ancient Roman trading center accommodating caravans between Persia and the Mediterranean countries flourished in the 1st through the 3rd centuries.  It was one of the most important cultural centers of the ancient world.  It is a national monument and since 1980 included on UNESCO's World Heritage list.

According to the Global Heritage Network, "Protestors have made use of this UNESCO World Heritage Site during recent protests on December 30th of 2011.

On March 24, Popular Archaeology wrote in "Leaked Government Memo Warns of Organized Looting in Syria" that government is concerned that the current civil conflict in Syria will increase damage and theft from archaeological sites.  Syria has 25 antiquities museums throughout the country near the original excavation sites.

Kate Deimling for ARTINFO France reported March 27th that Syrian activists had appealed to UNESCO for financial aid to protect the country's ancient sites. One archaeologist reported that looting "takes place in the form of direct attacks on specific sites or clandestine searches of in storehouses holding historic pieces."

"The Syrian Expatriates Organization (SEO) is disturbed by the Assad regime's deliberate destruction and failure to preserve Syria's great archaeological sites and ancient antiquities," according to a press release dated March 28.  SEO asked that UNESCO issue a statement "condemning the Syrian government's actions regarding the potential loss of cultural property and for help in assessing the damage "as soon as the situation allows".

On March 30, the Director-General of UNESCO, Irina Bokova, appealed for protection of Syria's cultural heritage:
Earlier this year, UNESCO alerted the Syrian authorities, through their representative at UNESCO, about their responsibility to ensure the protection of cultural heritage.  'This situation is becoming more crucial by the hour,' stated the Director-General. 'I urge the Syrian authorities to respect the international conventions they have signed, in particular the 1954 Convention for the Protection of Cultural Properties in the Event of Armed Conflict, the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property (1970), and the 1972 World Heritage Convention. 
In the framework of the 1970 Convention, the Director-General has already contacted the World Customs Organization, INTERPOL, and the specialized heritage police of France and Italy to alert them to objects from Syria that could appear on the international antiquities market.  She has also called for the mobilization of all UNESCO's partners to ensure the safeguarding of this heritage.

The Journal of Art Crime, Fall 2011: Paolo Giorgio Ferri Asks "Are Penal Procedures Only a Last Resort?"

In the Fall 2011 issue of The Journal of Art Crime, Paolo Giorgio Ferri asks "Are Penal Procedures Only a Last Resort?" He writes:
It is a share experience that in the art market some publicized and well-targeted penal procedures versus art dealers, auction houses, museum curators and/or others involved in this trade have strong deterrent effects. This happens mostly because of the people interested in and of their high status. And the intensification of investigations in the national and international field, which will very likely lead to the limiting of illegal purchases, especially with reference to those known as the “major purchasers” will be carefully assessed by the professionals who will reduce their demands in proportion to the investigative capacity of the public institutions. 
In this respect, one should recall the Italy’s recent initiatives through the criminal law -considered sometimes as primary tool in the protection of the Italian cultural heritage- which have had an impact on the markets, especially abroad (for instance, these initiatives triggered an ample process of return by U.S. museums, and nowadays Italian cultural items of uncertain provenance are less attractive objects of exchange). 
However, it now behooves me to underline that the adequacy of a given judicial space appears to be of vital importance not only for the cultural heritage of a single nation, but also for all the other countries, -at least- of the same cultural area. It is a known fact that the criminals acting in this sector take advantage of the weak links in the various systems, exporting and even using for the various systems of triangular trading the legal systems most permeable to illegal trafficking. And then from them, sending the cultural objects also to those countries where protection is effective and congruous. In fact, this process of laundering antiquities is highly facilitated by jurisdictions without any or insufficient regulation of the antiquities market, or by failure to enforce the existing legislation.

Paolo Giorgio Ferri is a retired Prosecutor for the Republic of Italy who played an integral role in the return of looted antiquities illicitly exported from Italy and sold to North American public and private collections. He served as the lead attorney for the Museum and the J. Paul Getty Museum and its former curator of antiquities, Marion True. Presently he serves as an international expert in cultural goods juridical problems for the Italian Ministry of Cultural Heritage.

The Sliding Scale of Looting: Some Definitions

The tricky thing about studying the illicit trafficking of art and antiquities as an undergraduate is that after a certain point, there aren’t many people who know too much more than you do. As a field of study, it’s just a little older than I am and only slightly more mature, which means that even though all the experts may have more experience with the issues, they still haven’t found definitive answers to the decades-old questions you’ve been asking as well. Funnily enough, some of those questions still involve how to define the issues that we’re studying.

In the two or so years that I’ve had my head stuck in the art crime sand, I have found that there is no one standard set of definitions for the myriad of ways one can get an artifact from ground to collector. “Looting” has been used as a catchall term for something that is actually much more complex and multifaceted than its verb implies. In the media, it is used to describe anything from what mythical pirates do to what happened at the Iraq Museum in 2003. In academia, it is used to describe anything from commercial salvaging to recreational pot hunting. And among the public, there is often little understanding of the differences between real archaeology and commercial salvaging, or between the glorified lore of treasure hunting and the dangerous reality of artifact trafficking. The truth is that in between all of these blurred lines and misconceptions, there is a sliding scale of what we call “looting” that differs depending on who is doing it, where it’s happening, and when in history it’s occurring. Because definitions are so important in establishing understanding, I have identified three different types of what is often collectively referred to as “looting”: pot hunting, looting, and commercial salvaging.

Pot Hunting:

“Pot hunting” is best used to describe the recreational activity performed by people searching for old odds and ends in shallow ground. These artifacts don’t just include pots, but any sort of small, portable antiquity like coins or arrowheads. Often, the artifacts found are more for the finder’s own personal enjoyment and collection than for commercial gain. However, some do sell their finds on websites like eBay. When these odds and ends are documented by the people finding them, it is sometimes called amateur or avocational archaeology. However, there is a definite distinction between pot hunting and true amateur archaeology. Dr. Siobhan Hart describes, “Avocationals are archaeologists in that they see sites as resources requiring documentation and protection, and not as a source of artifacts for profit or prestige, as characteristic of private collectors, pothunters, and looters. Yet avocationals are distinct from professionals in that they have not received the extensive training in fieldwork, laboratory analysis, methods, and theory that professionals obtain, though they often have a significant amount of informal training and accumulated knowledge.” (Hart, Siobhan M., "High stakes: A poly-communal archaeology of the Pocumtuck Fort, Deerfield, Massachusetts" (2009). The biggest challenge found in this type of artifact hunting is getting the public to understand that the best way to enjoy history is to preserve the context of archaeological finds, thus preserving the stories that artifacts have to tell. A perilous combination of too-cool-but-not-very-professional Indiana Jones and a lack of education on these issues in school systems has allowed for a lot of misinformation to run rampant, making it very difficult to replace the popularity of pot hunting with the not-so-sexy alternative of professional archaeology.

Looting:

As messy and all-encompassing as this term can sound, broken down it’s really quite simple. Sort of. Within this type, there are two other types that define “looting” as we know it: historical looting and modern looting.

Historical looting refers to the kind of pillaging and stealing that took place before the trafficking of art and artifacts became mechanized, structured, and favored by organized crime syndicates in the 1960s. This type covers pre-contemporary war-time looting and grave robbing, such as that inflicted by Western countries, such as France and England, upon colonized or war-torn countries, like Egypt and Greece, in the 18th and 19th centuries. The backlash from these years of Western colonialism are found in modern repatriation controversies. For example, Greece has repeatedly called for the return of the Parthenon Marbles, which were taken by the British Earl of Elgin, Thomas Bruce, throughout 1801 to 1804, and have been owned by the British Museum since 1816. However, Britain refuses to return them because, technically speaking, they were legally acquired and are now officially a part of Britain’s patrimony. The challenges in addressing this kind of looting lies in dilemma of modern nationalism versus cultural heritage and the changing nature of international law.

Modern looting is the illegal digging of artifacts for sale on the international market. This is the largest and most complex issue on this scale. The who, how, and why of modern looting varies but can be found in almost every region in the world. At its least extreme, it can involve farmers or fishermen selling objects they come across in their day-to-day. Somewhere in the middle, it can involve individuals banding together on occasion to find and empty tombs. At its most extreme, it involves the aggressive and methodological looting of sites by teams who report to individuals within organized crime syndicates. In the more extreme cases, looters do carry automatic weapons. Where objects end up depend on their commercial value and what is currently in fashion. For example, when Peruvian artifacts were first introduced to the market, ceramics were a favored item. However, trends have shifted and the last I heard, tapestries preserved by arid conditions were in vogue. Lesser-valued items are often sold to tourists or even used by those who found them, whereas the most prized artifacts are sold by middlemen to dealers, then by dealers to collectors.

The challenges in addressing modern looting are numerous and vary by region. Overall, it is incredibly difficult to tackle a trade that is as large, pervasive, and dangerous an issue as the illegal trafficking of drugs or arms. At an international level, many countries need to do more to create and enforce national laws to prevent and punish the illegal excavation and sale of cultural property. At an economic level, it is a whole issue in itself to address the poverty that drives many looters to sell what they can in order to provide for their families. Similarly, it is hard to dissuade dealers from engaging in such a profitable trade or to persuade collectors to channel their money into a less destructive hobby. And at a cultural and educational level, it is incredibly difficult to change the minds of millions who see art and artifacts primarily for their commercial and aesthetic value instead of their historical and cultural worth. In a post-industrial age where almost anything can be commercialized and sold en masse, the concept of a non-renewable resource is hard for many to fathom.

Commercial salvaging:

Commercial salvaging is the legal excavation of artifacts for a profit. This type of “looting” is most common in harvesting underwater cultural heritage. Commercial salvagers can obtain legal permits to dig artifacts that they are then allowed to sell. They are not required to hold up any particular standard of excavation, and so in the process of obtaining their merchandise, destroy the site without obtaining or recording any scientific information in the process, effectively erasing history. Additionally, searching for a profitable site often ruins other, less commercially-exploitable sites, leaving a trail of state-sanctioned destruction and lost opportunities.

The challenges in addressing commercial salvaging are an interesting blend of the challenges associated with pot hunting and modern looting as well. The biggest obstacle, of course, is that commercial salvaging is legal. The obstacles behind state support include the economic factors found in modern looting and the cultural misconceptions about archaeology found in pot hunting and looting.

These definitions may not be official, but they do offer some functioning terms to distinguish between a variety of related but ultimately very different sides of the same coin.

An online review of Christie’s sale of "Antiquities" in London on October 6

This week my attention was drawn to Christie’s sale of “Antiquities” on October 6 when a friend told me that she had seen ‘Germanicus’ at the preview in South Kensington, London. Since I am writing an art crime mystery about the fictional theft of a bronze Germanicus from Amelia, Umbria, Italy, I was curious about which ‘Germancius’ was for sale.

Christie’s online catalogue describes “A Roman Marble Portrait Head of Germanicus”, dated circa 10-19 AD, as:
His head inclined to the right, with strong features, prominent chin and aquiline nose, his narrow lips bowed, his hair spiraling from the crown and falling onto his forehead in thick pincered waves. 12¾ in. (32.4 cm.) high
Under “Provenance” the information is provided as follows:
Marie Ghiringelli collection, Monte Carlo, 1920s-1950s; thence by descent to Mr. G. Huguenin, Switzerland, 1955.
I did a simple Google search for “Marie Ghiringelli, Monte Carolo” and found an “Antonio” who had been involved with opera and “G. Huguenin, Switzerland” appeared to possibly be a gallery of sorts in Switzerland. I am not an expert in this kind of thing and I emailed Christie’s for more information but you can imagine that on the eve of a big auction that they were really busy.

The price for Germanicus, estimated at 200,000 to 300,000 British pounds was out of my budget, but if I had been a prospective buyer, I would look for information that this object was in compliance with the 1970 Convention. Information that it had been in two collections, as long as this information was true, would have given me as a buyer some comfort. I certainly wouldn’t want to spend 300,000 British pounds just to find out I’d supported a network promoting organized crime. You might say, why buy it then? Well, I have spent years studying Germanicus and this object would just be too tempting for me. However, one of the questions that would remain unanswered is, where did this object come from? Did it sit in Nero’s seaside villa in Anzio (Nero was Germanicus’ grandson) or did it belong to Caligula (Germanicus’ son and the ill-fated emperor?)

This is the information that Christie’s did provide to prospective buyers:
Germanicus Julius Caesar, (15 B.C.-A.D. 19) was the son of Drusus Major and Antonia Minor and the brother of Claudius, who later became emperor. Tiberius (reigned A.D. 14-37) was his uncle and adoptive father. Germanicus' military career was distinguished; he commanded the eight Roman legions on the Rhine frontier, recovering two of the legionary standards lost after a military disaster in the Teutoberg forest (A.D. 9). He became immensely popular among the people of Rome, who celebrated his military victories. The Roman biographer Suetonius in hisLife of Caligula, III, describes Germanicus' "... unexampled kindliness, and a remarkable desire and capacity for winning men's regard and inspiring their affection." Following his untimely death through illness at Antioch at the age of thirty-four, he was elevated to god-like status. 
This portrait was probably set up high and near a wall or in a niche because of the low relief carving of the locks of hair at the back of the head. Based on the fringe over the forehead and physiognomy, the present portrait is likely to belong to a group of portraits known as the Beziers type which originate with a head from Beziers, now in Toulouse. Cf. F. Johansen, Roman Portraits I, Ny Carlsberg Glyptotek, Copenhagen, 1994, pp. 126-7, no. 51. For the typology, cf. H. Jucker, Die Prinzen auf dem Augustus-relief in Ravenna. Mélanges d'histoire ancienne et d'archéologie offerts à Paul Collart, Lausanne, 1976, p. 254, no. 91.
The ‘collecting history’ of this piece is minimal and the actual information of where this object came from is not mentioned – all we are told is that it ‘was probably set up high and near a wall or in a niche because of the low relief carving … likely to belong to a group of portraits known as the Béziers type which originate with a head from Béziers, now in Toulouse.”

What and where is Béziers? It’s an ancient town in the southeast of France in Languedoc (I stayed there in Vergeze for two weeks in 2006), a former Roman town known as Baeterrae. The Romans apparently, according to Wikipedia my go-to-classical history guide, colonized it in 36/35 BC. I was not able to find information about the heads of Béziers that are now in Toulouse (another city I’ve stayed in). But my guess from exploring this information is that they are first century Roman marbles that were displayed in a small town in the southeast of France. However, just visiting those areas years ago didn’t give me any additional information – I mostly remember vineyards and a great science museum.

Did this marble head of Germanicus sell at Christie’s on Thursday?

Christie’s has a magnificent website that provides ‘Auction Results’ on the items sold. The sale in South Kensington of ‘antiquities’ totaled 3,491,862 British pounds. Christie’s provides a list of the sales price for each item.  In looking through the 251 items offered for sale, 20% of the items did not sell. When I sorted the lots by “estimate (high to low)”, I found that two highly valued items that did not sell.

An Attic red-figured pointed neck-Emphora”, attributed to Skyriskos, circa 475-450, valued at 250,000 to 350,000 British pounds, was not sold according to Christie’s online auction results. The “provenance” on this item was from a private German collection and acquired in Switzerland in the 1960s. It was labeled “Beazley Archive no: 30676”. This information shows ownership prior to 1970, the agreed upon date by UNESCO members desiring to create an international treaty to stop the looting of archaeological sites and the sale of stolen antiquities. That information might provide me with some comfort that it had not been recently dug up.

The second most expensive object in the auction, my Germanicus marbel head, did not sell.


Neither did the 3rd century BC “Greek Parcel Gilt Silver Phiale” estimated at 100,000 to 150,000 British pounds.  Its “Provenance” is identified as from a private London collection in the 1980s; a private collection in Switzerland; and acquired by the current owner on the ‘Swiss art market’ in 1993. 

Are buyers also sensitive to objects that appear not to be in compliance with the 1970 Convention? If items are not selling, will Christie’s auction house provide more detailed information about the ownership or collecting history of these objects in order to facilitate a sale? Are they already thinking that they should do more to reassure their clients that the objects are not looted? After all, a company such as Christie’s which is providing all this information on the Internet for everyone – museum officials, archaeologists, academics and law enforcement to see – and enabling buyers worldwide to purchase the objects online – would be unlikely to engage in selling stolen property, eh?

What did sell at Christie’s London auction of ‘Antiquities'

The most expensive item that did sell at Christie’s London October 6 auction was “A Roman Bronze Portrait Head of a Man”, circa second quarter of the 3rd century AD, for 457,250 British pounds (US$705,080). The stated “Provenance” of this object is from a private collection in Germany in the 1980 and acquired by the current owner in 2001. This information might not satisfy a buyer’s question as to whether or not this item had been smuggled out of Italy or possibly even Bubon in southwestern Turkey.   The “Lot Notes” on this item, which sold for almost $1 million, does not indicate where this object came from, only that it was from the period of the Soldier Emperors (235-284 AD).

A Greek Marble Head of Young Girl” sold for 313,250 British pounds or US$483,032. The “Provenance” states that it was owned by "P. Vérité in Paris in the 1920s" and passed on to "C. Vérité of France". As a buyer, I might feel more comfortable purchasing this antiquity and less concerned that someone would claim that it had been found in the ground in the last four decades.

Looking at the auction results from the Kensington sale at Christie’s, approximately 55 or about 20% of the items didn’t sell. Although the auction results state the “price realized”, the buyers are not named and these items will not be able to be publicly tracked. If you contact Christie’s, you will likely be told that the information of the purchasers is private. Of course, would every Porsche owner want his or her name publicized when a vehicle is purchased? But this gets into the whole debate of who owns cultural property. Where did these objects come from and how did they get to the auction house in London? Where will they be going now? These artifacts are the collective memory of human history; each item commemorates an aspect of being human and provides historical perspective, possibly understanding of current society.

For all UNESCO’s efforts to stop the trafficking of looted antiquities, what are the auction houses doing to reassure buyers that the items were legally obtained? These objects are so beautiful that if I had the money to purchase them, I would like to feel comfortable with the investment. Or will the purchase of antiquities go the way of fur coats?


Christie’s does have another way of communicating with prospective buyers about the auction through an easily accessible e-catalogue. The pages are beautifully displayed and contain much of the same information as the website.  Page 41 introduces the “Property from the Collection of the Late Gabrielle Keiller (1908-1995).  Her third husband, archaeologist Alexander Keiller and ‘sole heir to a Dundee marmalade firm’, opened a museum in Avebury and contributed to ‘one of the most important prehistoric archaeological collections in Britain’ (English Heritage).  Mrs. Keiller collected modern art and bequeathed her 20th century collection to the Scottish National Gallery of Modern Art.  According to the catalogue, Gabrielle Keiller purchased three Cycladic works up for sale at the auction in 1981 from B. C. Holland Inc. in Chicago in 1981.  However, there is no information as to when B. C. Holland came into possession of the objects.

On page 43 of the catalogue is an object, Lot #61 titled “An East Greek Bronze Griffin Protome” whose “Provenance” is described as being “with Robin Symes London; with Royal-Athena Galleries, New York, 1988; and the Morven Collection of Ancient Art.  I don’t know what that means.  When did Robin Symes have this 6th century BC object? Sometimes “East Greek” means the land known as “Asia Minor” which is now the Republic of Turkey.  I just finished reading a few articles from Turkish journalist Özgen Acar which describes the smuggling ring of antiquities where Robin Symes intersects.  Symes is a former antiquities dealer who went to prison for in 2005 and whose activities are documented in Peter Watson and Cecilia Todeschini’s 2006 The Medici Conspiracy, the Illicit Journey of Looted Antiquities from Italy’s Tomb Raiders to the World’s Greatest Museums.”  I am willing to believe that Christie’s auction house would not trade in illegal antiquities but I don’t know what I am to understand from this information as it is stated here.

Christie’s does have a paragraph on page 170 at the back of the brochure, which I presume is fairly standard:

(c) Attribution etc Any statements made by Christie’s about any lot, whether orally or in writing, concerning attribution to, for example, an artist, school, or country of origin, or history or provenance, or any date or period, are expressions of our opinion or belief.  Our opinions and beliefs have been formed honestly and in accordance with the standard of care reasonably to be expected of an auction house of Christie’s standing, due regard having been had to the estimated value of the item and the nature of the auction in which it is included.  It must be clearly understood, however, that due to the nature of the auction process, we are unable to carry out exhaustive research of the kind undertaken by professional historians and scholars, and also that, as research develops and scholarship and expertise evolve, opinions on these matters may change.  We therefore recommend that, particularly in the case of any item of significant value, you seek advice on such matters from your own professional advisers.” 
Christie’s catalog also states that it is an agent and that all transactions are between the seller and the buyer, yet the names of sellers are not identified in most cases.  Who is really putting these items up for sale?


While many items require a major investment, other objects are for sale for thousands of US dollars or British pounds. It seems that even though I could conveniently see this auction and view real-time results on my iPhone or iPod Touch (as touted by Christie's), I’ll need a lot more than money before I feel comfortable purchasing an object of antiquity at auction.

Top Half of Turkey's Herakles Sent from Boston's MFA to Istanbul in Prime Minister's Private Jet

Özgen Acar publishes an article in one of Turkey's largest newspapers on a subject he's covered for decades.

The rumors began last July that Boston's Museum of Fine Arts had agreed to return the top half of 'Weary Herakles' to Turkey, but the official announcement did not come until September and within a few days the Roman marble was enroute to Turkey on the Prime Minister's private jet.

Geoff Edgers, reporter for Boston's Globe, reported from Antalya on July 17th in "Making 'Herakles' whole after all these years" that after 20 years of denials the Boston museum would return the top half of the 1,800 year-old statue to Turkey.  Malcolm Bell, a University of Virginia professor quoted in the article, was also mentioned in "Chasing Aphrodite," the nonfiction book by Jason Felch and Ralph Frammolino.  Dr. Bell was director of the archaeological site in Morgantina in Sicily from where the 'Aphrodite' statue recently returned from the Getty.

The person who emailed me the link to Edgers' online article was Özgen Acar, the Turkish journalist who has chased down the Lydian Hoard and the Weary Herakles for decades (as featured in Sharon Waxman's book Loot: The Battle over the Stolen Treasures of the Ancient World).

I had met Mr. Acar in Ankara in July 2010 and he had given me copies of many of his articles, including "Turkey's War on the Illicit Antiquities Trade" (Archaeology, March/April 1995) and "The Turkish Connection: An Investigative Report on the Smuggling of Classical Antiquities" (Connoisseur, 1990). I asked Mr. Acar via email then for his response which was swift and passionate:
I’m very happy to learn that, following my discovery of the stolen Weary Heracles and related articles in 1990, yet another part of Turkey's historical heritage will be returned to Turkey. 
When my story was first published by Connoisseur Magazine, Cornelius Vermeule III [curator at Boston's Museum of Fine Arts], had made fun of me in his interview in the New York Times
He had said, "How can a statue have two navels?" 
He also said, that there were many Roman copies of the same type of Weary Heracles.
He added that the upper section was in the market in the mid 1950’s.
He lied twice.
 A) He had come to see the bottom piece in Antalya as a tourist; he knew the both pieces very well.
 B) He knew that the upper part had been brought to the Shelby White and Leon Levy couple in the early 1980’s.
I am not an archeologist but an investigative journalist. As the result of my investigation for many years, “The Lydian Hoard” (King Croesus Treasure), “The Elmali Hoard” (The Hoard of the Century) and many treasures were returned to Turkey.
Foreign collectors and museum officials have to respect the historical, cultural and religious heritage of every country. They belong, not only to Turkey, but to all mankind. History is beautiful where it belongs.
Mr. Acar has written about the theft of illicit antiquities out of Turkey for decades, identifying routes, naming individuals involved in the transactions, and how items were shipped and sold, including tying operators with Robert Hecht, an American antiquities dealer on trial in Italy on charges of conspiring to traffic in looted artifacts (associated with the sale of the Euphronios krater to the Met which was returned to Italy in 2009).

In 1995, Acar wrote of the archaeological museum in Antalya on Turkey's Mediterranean coast which had on display the lower half of the statue of Herakles -- "the upper half is in the Museum of Fine Arts, Boston" ("Turkey's War on the Illicit Antiquities Trade").  The museum also included a 'reassembled sarcophagus' which had had a piece returned by the J. Paul Getty Museum in Malibu 'when Turkish archaeologists identified it as stolen'.  Another sarcophagus had been displayed at the Brooklyn Museum until it was returned to Turkey in 1994.

'Weary Herakles', which Acar wrote about in the same article in Archaeology magazine in 1995, is dated 170-192 AD and 'shows the tired hero leaning on his club.' The upper half of the statue was jointly owned by Leon Levy and Shelby White, New York collectors, and the Museum of Fine Arts in Boston. This is what Acar wrote then:
"In 1980 Jale Inan, director of excavations at the ancient city of Perge, northeast of Antalya, heard rumors that something important had been stolen from the site.  Later that summer, while excavating a Roman villa, Inan discovered the bottom half of the Herakles statue, as well as several other sculptures that were complete.  By 1981 the top half of the Herakles had been acquired by Levy, who gave a half-interest in the sculpture to the Boston museum.  The statue was displayed at the Metropolitan from late 1990 through early 1991 in an exhibition of White and Levy's collection titled Glories of the Past.  Turkey learned of the Levy-White Herakles from the exhibition catalogue (for which Boston's curator Cornelius Vermeule had written an entry on the statue) and from a photograph that was faxed to the Antalya Museum.  Articles in Connoisseur magazine and The New York Times showed the upper and lower halves of the statue photographically rejoined."
Although the two halves were shown to fit as early as 1995, the burden of proof was placed on Turkey to prove that the top half of Herakles had been stolen.

Getty to Return More Items to Greece - The Aftermath of "Chasing Aphrodite"

Los Angeles - The Associate Press is reporting today that the J. Paul Getty Museum will return three Greek marbles to Greece. The "5th century B.C. works [are] two pieces of a relief sculpture from a grave marker — a third fragment of which is in a Greek museum — and a slab with an inscription related to a religious festival". It's part of the continued story of Chasing Aphrodite as reported by journalists Jason Felch and Ralph Frammolino about the collection of antiquities at the "world's richest museum." The book is not just an indictment against the Getty but also the narrative of the types of pressures involved in the trade of antiquities and the changing perception of what is and isn't acceptable after the 1970 UNESCO Convention. Since writing their book, Felch and Frammolino also continue posting additional stories on their website, Chasing Aphrodite, such as the curator who was under surveillance by the FBI for alleged spying activities. Felch and Frammolino spent more than five years investigating the story then condensed the information in an easy to read and informative volume.

Katharyn Hanson on “Looting at Archaeological Sites During Conflict: Iraq’s Cultural Heritage as a Case Study”

Katharyn Hanson is a Ph.D. candidate at the University of Chicago, concentrating her studies in Mesopotamian Archaeology. Her archaeological experience has helped her to examine the dangers that archaeological sites face and what can be done to prevent the looting and destruction of these sites. In her presentation, “Looting at Archaeological Sites During Conflict: Iraq’s Cultural Heritage as a Case Study,” Hanson examined the looting of archaeological sites in Iraq and stressed the tools with which these sites can be protected in the future.

Opening her talk with the devastation of the Iraqi National Museum, Hanson highlighted the difficulties entailed in even knowing how much has been stolen from a museum—let alone from an archaeological site. In addition, the lack of recoveries made is even more depressing than not knowing how much was lost in the first place. After opening with this sad tale, Hanson used the same basis to talk about two archaeological sites in Iraq that have been devastated by looters: Umma and Umm al Aqarib. As she stated in her presentation, “By far, the majority of artifacts stolen from Iraq come from archaeological sites.” Using aerial and satellite photos, she was able to show the extreme addition of looter’s holes to archaeological sites from 2003 to 2008. The result was depressing and mind-numbing, with an increase of nearly 5,000 or more looter’s holes at each site over the course of five years.

Hanson also stressed that certain artifacts had been recovered after being found in the presence of weapons, such as AK-47s—marking a tie between the arms market and the black antiquities market. In a really somber moment, she stated that we do not really know where these works go after they have been dug up: “We don’t have a great answer. I don’t know.” Hanson then stated what measures are out there, legally, for protecting sites, such as CIPA, Customs Enforcement, and the Hague Convention which calls for sites to be protected during wartime. However, it was pointed out that sadly, these are more measures for protecting what is looted from sites in the hopes of recovering them. Hanson brought a very somber topic to the conference, but it was certainly one worth hearing and will, hopefully, advocate more work towards protecting archaeological sites in Iraq and around the world.

Larry Rothfield on What Museums and Archaeological Sites can to do protect themselves during times of upheaval and lessons learned from Cairo

Larry Rothfield, a writer-in-residence during the ARCA postgraduate program in Art and Crime Studies this year, presented his thoughts on the recent looting during the revolution in Cairo at ARCA’s International Conference in the Study of Art Crime, in Amelia, Italy, on July 10.

"The recent revolution in Egypt provided a natural experiment or stress test of the security system that normally protects antiquities, whether in museums, or on sites or remote storerooms. What can we learn from the looting of the Cairo Museum (and from storerooms and archaeological sites around the country) about how other heritage professionals could and should be planning ahead to cope with similar situations of political instability that might strike their country?"

Rothfield described the failings of security during the recent revolution in Cairo that “allow us to see important things about the structure of heritage protection.” The lack of foresight to establish a contingency plan in the wake of the Tunisian revolution essentially left the Cairo museum unguarded and allowed a mob of one thousand people to break in to the gift shop of the museum, a very few of whom were able to then penetrate the galleries and steal a small number of artifacts. Some of these looters were apprehended by citizens who formed a human chain around the museum to protect it from further thefts.

Rothfield questioned why the “Pharoah of Antiquities,” Zahi Hawass, was not better prepared for the eventuality of the looting, the timeline involving his resignation and subsequent re-instatement after Mubarak’s toppling, the inaccurate reporting on the series of events surrounding the looting, and due to some strange coincidences, whether the thefts could have possibly been an inside job. He went on to list six lessons learned:
1. Contingency plans are needed to assure the safety of museums and cultural heritage sites during times of normal security breakdown.
2. Antiquities ministries are interested in scholarship and excavations and aren’t particularly interested in site security.
3. Well-conserved sites that are not armed are not protected.
4. Sites and museums can be protected by a mobilized public and dedicated civil servants.
5. There is no substitution for police, or militarized police, in general lawlessness.
6. Tourism revenue alone will not provide locals with enough incentive to protect heritage if doing so become too dangerous.
In response to questions regarding the arming of guards he said that he did not believe in simply handing out guns and that a contingency plan, training and an “all hands on deck” approach would have prevented the little looting that did occur. He also stressed that the situation in Cairo was very different than the issues that Donny George at the Baghdad Museum faced during wartime. Larry Rothfield is Associate Professor of English and Comparative Literature at the University of Chicago, where he co-founded and directed the Cultural Policy Center from 1999-2008. He has published on a wide array of subjects in cultural policy. His last book, The Rape of Mesopotamia (University of Chicago Press, 2009) offers a behind-the-scenes look at the causes for the failure of US forces to secure the Iraq National Museum and the country's archaeological sites from looters in the wake of the 2003 invasion.

Art Crime Writer Fabio Isman on "The Biggest Looting: an awful story that will never end" and his latest book "Il predatori dell’arte perduta: il saccheggio dell'archeologia in Italia"

Fabio Isman, a celebrated investigative journalist in Rome, who contributes to The Art Newspaper and writes regular columns for Il Messaggero and Arte e Dossier, took part in ARCA’s International Conference in the Study of Art Crime, in Amelia, Italy, July 9. Through an English-speaking interpreter, Mr. Isman talked passionately about the immense scope of illegal excavations, the illicit trade in Italian antiquities, and the yet unpunished main characters in a drama of tomb robbers, dealers, antiquities collectors, auction houses and the world’s major museums.

In his presentation, which he called: “The Biggest Looting: an awful story that will never end,” he shared pictures and information he found while researching his book, Il predatori dell’arte perduta: il saccheggio dell'archeologia in Italia (Raiders of the Lost Art: the Looting of Archaeology in Italy), which is the first written on the subject in Italian. He described his book as following Peter Watson’s fundamental work in The Medici Conspiracy, thanked him, and added that the depth of the issue has not been discovered until recently.
I will talk of a phenomenon: one million antiquities shipped from Italian soil from 1970 on, the most important [of which] was sold to the world’s greatest museums and big collectors…I wrote it because Italy is a great source of antiquities and I realized that few [here] are aware…
He went on to describe a story of 10,000 people, involved in the systematic looting and sale of one million illicit objects sold to 36 museums and 12 private collectors through specialist dealers from 1970 to 2004 in a business that is still ongoing – items having just come up at auction a few months ago.

Isman traced the beginning of the Grande Razzia to the Metropolitan Museum’s purchase of the illegally excavated Euphronius Krater for $1,000,000 in 1972, which made the market and established a record for an ancient object. As the market hungered for more objects, it was fed by looter/dealers Giacomo Medici and his secret depositories discovered in Geneva in 1995; four rooms filled with vases and recently excavated objects and 4,000 polaroid pictures of artifacts, some of which were already in major museum’s collections, and Gianfranco Becchina’s four warehouses discovered in Basel in 2001 containing more than $6 billion worth of antiquities. He referred to these men and other nefarious characters as “murderers of antiquities” who had scattered important objects around the world, leaving them out of context and thus “destroyed.” He underscored his words with images of a villa excavated in an unknown location at Pompei, its frescoes buried yet still intact, and those same frescoes cut into pieces so that they could be taken to Medici’s storehouses.

Isman thanked the State, and particularly Prosecutor Ferri and the Carabinieri (which increased from 16 personnel to 300 during that period) for helping to curb the flood of antiquities leaving Italy and helping many find their way back home. But he lamented that “no police dog is at the airport sniffing for ancient vases and [that] one-third of the people in prison have something to do with drugs and not one [of them is there] for illegal art.”

Mr. Isman has published 24 books, 18 of which are dedicated to art and culture in Italy.

Annika Kuhn on “The Looting of Cultural Property: A View from Classical Antiquity”

Annika B. Kuhn, currently a Fellow of the Mercator Kolleg on International Affairs (German Academic Foundation / Federal Foreign Office), conducting research on the illicit trafficking and repatriation of antiquities, presented “The Looting of Cultural Property: A View from Classical Antiquity” at ARCA’s Third International Art Crime Conference in Amelia on July 9, 2011.

Dr. Kuhn, who holds a PhD in Ancient History from the University of Oxford, discussed how the destruction and pillage of cultural property in times of war and peace reach far back in history to the Greek and Roman periods. She selected several historical examples and examined the different forms of ancient responses to the loss of significant religious and cultural artifacts, which ranged from the diplomatic negotiation of returns, the repatriation of looted property as symbolic political acts, or the restoration of the religious and cultural order by the use of replicas.

Dr Kuhn referred to cases of plunder during the Persian Wars (e.g. Xerxes’ looting of the statue group of the Tyrannicides Harmodius and Aristogeiton after the sack of Athens in 480 BCE), the capture of war booty by Roman generals and soldiers, which was displayed in the triumphal parades at Rome, as well as excessive art thefts committed by provincial governors and emperors. Thus, the Sicilian governor C. Verres, one of the earliest art thieves, conducted “forced sales” in the province and used slaves to rob residences and temples in a systematic theft of art. Verres looted statues, furniture, vases, jewelry, carpets and paintings from sites throughout Sicily. The Julio-Claudian emperors Caligula (37-41 CE) and Nero (54-68 CE) were art thieves on the throne and plundered statues to decorate the rooms of their palaces. However, Greek and Roman contemporaries not only criticized the plunder of art, but actively tried to protect or recover commemorative artifacts, and there are already antecedents of the ‘codification’ of norms to respect the inviolability of religious and cultural sites and prohibit the illicit appropriation of art.

George Washington University Capitol Archaeological Institute’s Initiative To Protect Egyptian Antiquities Institute Called on Government and Law Enforcement to Act

Two weeks ago, the George Washington University Capitol Archaeological Institute launched an initiative to protect Egyptian antiquities from illicit trade around the world, the institute announced in a press release. The institute identified specific actions that the U.S. government and international law enforcement authorities should take to help prevent the illegal trade of Egyptian antiquities. “As an Institute located in the heart of our nation’s capital, we have a special responsibility to help ensure that issues and solutions are highlighted for policy and law makers,” said Eric Cline, director of GW’s Capitol Archaeological Institute and associate professor and chair of GW’s Department of Classical and Near Eastern Languages and Civilizations.

Dr. Cline cited international reports of more than 50 antiquities stolen from the Cairo Museum alone since the political uprisings have occurred, including artifacts originally from the tomb of the Egyptian pharaoh Tutankhamun.

The GW Capitol Archaeological Institute’s calls are consistent with U.S. obligations under the 1970 United Nations Educational, Scientific and Cultural Organization (UNESCO) convention on the means of prohibiting and preventing the illicit import, export and transfer of ownership of cultural property. On March 15, 2011, UNESCO called for international mobilization to block cultural artifacts stolen from Egypt. The institute has posted the call to action on its web page and encourages US readers to sign the online version of the petition, which can be found at http://www.gopetition.com/petition/44079.html. In brief, the GW Capitol Archaeological Institute urges the president and U.S. Congress to:
• Direct the Department of Homeland Security and other law enforcement agencies to use their authority to prevent illegal trade in Egyptian cultural objects;
• Direct the Department of State and the U.S. Customs and Border Protection Agency to implement import restrictions on undocumented artifacts from Egypt;
• Direct the FBI, Immigration and Customs Enforcement and Homeland Security Investigations to coordinate with foreign counterparts to initiate targeted law enforcement operations to seize stolen cultural property, arrest criminals and seize and confiscate proceeds; and
• Direct the U.S. Agency for International Development to grant additional funds for protection at archaeological sites. 
In addition, the Institute encourages the: 
• International Criminal Police Organization to use its telecommunications system with respect to possible crimes involving Egyptian cultural property and to identify suspicious financial transactions which can lead to the freezing and confiscation of proceeds; and
• U.S. Congress to designate funds for the protection of Egyptian antiquities as part of its economic aid package.
The mission of the GW Capitol Archaeological Institute includes advancing archaeological research initiatives and cultural heritage development both on land and underwater.
ARCA Blog: Via email, Dr. Cline answered a few questions for this blog. Do you believe today that archaeological sites across Egypt are still largely unprotected? We’ve all seen reports that some of the storerooms with artifacts from these sites have been broken into in the last month with priceless objects stolen.
Dr. Cline: There is no question that it has been a challenge guarding archaeological sites during the events of the last three months. We are hearted by the response of many of the Egyptian people who, on several occasions, have even risked their lives to protect these antiquities. That said, until the regular police returns in full force, combined with strong, armed tourist policy, we expect to see the looting continue.

We continue to receive information about break-ins and attacks. For example, there are reports that armed groups have been digging for ancient artifacts at the Garza archeological site in Fayoum and have broken into a storeroom at the site of Tell ed-Daba’a in the Delta as recently as this week. ARCA Blog: Two weeks ago in Paris UNESCO met to commemorate the 40th anniversary of the 1970 Convention. How effective do you think UNESCO can be in a situation of civil unrest as in Egypt?
Dr. Cline: UNESCO has a very important role in bringing world attention to the looting not only in Egypt, but around the Middle East in this time of unrest. We look to them to play a leadership role in bringing to bear the various financial and law enforcement tools available worldwide to not only halt the looting, but strike at those willing to cooperate with the looters. 
The challenge is that we are facing an emergency situation in Egypt which requires swift and immediate action. We praise the UNESCO for sending out a delegation to examine the situation, but hope that it will bring about real results in the near term. The looting is detrimental to our common cultural heritage, but also harmful to Egypt’s largest source of revenue -- tourism.
ARCA Blog: What has been the response to your initiative from archaeologists and the government agencies named such as Homeland Security and the Department of State?
Dr. Cline: We launched our call to action to try to bring together the various parties who have an ability to halt the looting, and strike at those who might cooperate with the looters. The response from archaeologists, especially the Egyptologists to whom we have reached out, has been overwhelmingly positive. In addition, the US government has been supportive. While they are willing to work cooperatively with the Egyptian government and the archaeologists on this pressing issue, the State Department’s cultural heritage bureau can take official action only after a request from the Egyptian government. Once this occurs, which we hope will take place in the very near term, the State Department will be able to work with Homeland Security and other law enforcement agencies to introduce emergency import restrictions against undocumented artifacts from Egypt.
ARCA Blog: What would you like to see happen in the next few months to secure the archaeological sites in Egypt and to stop the looting of antiquities?
Dr. Cline: Steps need to be taken to secure the archaeological sites and storerooms, and to stop the looting of antiquities as well as to prevent their subsequent sale. We believe that the Egyptian government will make protection of these sites a top priority, even during this time of transition, as it is not only a question of protecting our common heritage, but protecting Egypt’s main source of revenue -- tourism. In addition, we hope that governments around the world will use the various law enforcement tools available -- including import restrictions -- to halt the transport and sale of undocumented antiquities. Given the economic nature of this problem, any economic aid packages to Egypt should include appropriations to help protect these priceless sites. Finally, our goal is to work with the Egyptian government to set up training programs to help Egyptian law enforcement officials and others establish “best practices” in cultural heritage enforcement around the world.

We would like to ask your US readers to sign our petition, http://www.gopetition.com/petition/44079.html, and encourage their local congressional representatives to include antiquities protection in the economic aid package for Egypt. Archaeology students in Egypt could help in assessing damage to sites and storerooms. We also appreciate receiving any information about the looting and other ways to raise public awareness of this critical challenge.

The Journal of Art Crime: Stefano Alessandrini reviews "Ancient Art Works Recovered by the Guardia di Finanza Exhibition"

In the fourth issue of The Journal of Art Crime, Stefano Allessandri reviews "Ancient Art Works Recovered by the Guardia di Finanza Exhibition" in Vittoriano, Rome (14 June - 12 September 2010).

The Guardia di Finanza's Archaeological Heritage Protection Group collaborated with the Ministero dei Bene Culturali (Heritage Ministry) to curate "From the Tomb to the Museum: Stories of Looting and Recoveries" last summer at the Complesso del vittoriano at Piazza Venezia in Rome. Stefano Alessandrini is head of Italy's Archaeological Group and adviser to the Ministry of Culture and the Advocate General of Italy on the recovery of looted antiquities.

The Journal of Art Crime: Essayist Kim Alderman on "The Ethics of Context"

In an essay titled “The Ethics of Context: Exploring Assumptions in Discussions about the Looting of Archaeological Sites,” Kim Alderman explores “underlying assumptions in arguments that increased regulation of the antiquities trade will combat the looting crisis, thereby preserving archaeological context:”

“The essay first distinguishes between ethical and legal arguments regarding illicit excavation of archaeological materials. The essay next considers whether archaeological context is “ethically worthy” because it helps people discover their past, or whether it is simple information to be commodified. Finally, the essay compares the ethical worth of context versus the immediate, palpable needs of subsistence looters.”

Dr. David Gill at Looting Matters Relays Messages from the Field in Egypt

David Gill is reporting on his blog Looting Matters that a former colleague of his is reporting damage to archaeological sites. You can read it here. Professor Gill notes that this report from the field is in contrast to the statements issued earlier by the government's new Minister of Culture, Dr. Zahi Hawass.

David Gill is a member of the Department of History and Classics at Swansea University, Wales. He was a Rome Scholar at the British School at Rome and a Sir James Knott Fellow at the University of Newcastle upon Tyne. He was subsequently part of the Department of Antiquities at the Fitzwilliam Museum, University of Cambridge.

National Geographic also reports Egyptian antiquities damaged. They include photos and identify objects. The interests of the majority of Egyptians intent on protecting their culture and history are threatened by the "few" looking to make money.

Zahi Hawass provides update on status of Egypt's Museums and Archaeological Sites


Here's an update from Dr. Zahi Hawass on the current condition of Egyptian museums and archaeological sites. Dr. Hawass, secretary general of Egypt's Supreme Council of Antiquities was interviewed by Michele Norris of NPR yesterday and you can see that here. Dr. Hawass was recently appointed Minister of Antiquities, a new department in charge of the maintenance and protection of all Egyptian monuments and museums.
